(1) According to sub-section (2) of section 18, the amount of expenses incurred by the road department may be recovered from the concerned person when removing the goods left or kept on the road or taking any action in accordance with sub-section (6) of the same section. The road department will issue a deadline of thirty-five days in the name of the concerned person to pay the amount due, and if the said amount is not paid within that period or if no demand is made for an additional period, action will be taken to collect the amount due to the government. (3) By obstructing the movement of public roads. If any goods left or kept are taken under its control by the road department, the said goods may be detained until the expenses incurred while removing or taking such goods to another place are paid, and if such expenses are not paid within one year or if the owner of such goods is not found, the goods shall be confiscated.
