Rule 14
Procedure for taking Khantalasi

(1) In accordance with clause (c) of sub-section (1) of section 15 of the Act, the inspector shall conduct a search of at least two local people after informing the owner or related person of the place where the search is to be conducted. > (2) According to sub-rule (1), it shall be the duty of all concerned to assist the inspector in the task of searching the premises. In this way, if someone objected while taking the search, the inspector should remind him and enter the place and take the search.
(3) In case of protesting against the obstacle despite being reminded in accordance with sub-rule (2), the inspector may issue an order to the person who opposes such an obstacle not to oppose the obstacle, mentioning the consequences that may be caused by such action.
(4) If the order is given in accordance with sub-rule (3), if the obstruction continues, the head of the office may fine such person in accordance with clause (d) of section 23 of the Act.
(5) If the inspector finds plants, plant products, biological control agents, beneficial insects or other items in the place where the search was carried out according to this rule, the inspector shall open the full details of such items and prepare a receipt and make a proper seal of the owner or related person of that place and other persons present. One copy should be given to the concerned person and one copy should be attached to the file.
(6) The inspector shall take the required quantity of samples of the items found in accordance with sub-rule (5), seal them, the owner or related person of the item, the person in Rohwar and the inspector shall make a proper seal and send the sample to the laboratory in accordance with sub-rule (3) of rule 11. After taking such samples, the remaining items should be taken into possession or sealed in the same place according to the situation.
(7) According to sub-rule (6) of the article sent for testing in accordance with sub-rule (6), if such article is found to be unhealthy, an order shall be given to treat, destroy or send back such article to the respective country in accordance with sub-rule (6) of rule 11..
(8) According to this rule, if any item is not found or if an unrelated item is found while searching a place, the same should be mentioned in the bond and a file should be attached.
(9) If the inspector has to take any item in his possession during the search, according to sub-rule (6), he shall mention the manner, quantity, number, and condition of the item to be taken into possession, prepare a compensation, and give compensation to the owner or related person of such item and attach a file to the other copy.
