If any Nepali Act is repealed or reissued after this Act comes into effect, with or without any modification, unless something adverse is clearly mentioned, the provisions of the repealed Act shall remain in effect. Appointments, notices, orders, plans, rules, forms or bye-laws shall continue until they are in conflict with the provisions of the newly enacted law, and unless the appointments, notices, orders, plans, rules, forms or bye-laws written in the newly enacted laws are removed by the rules, made or issued pursuant to the newly enacted law.
