(1) Notwithstanding anything written elsewhere in this regulation, the Ministry may conduct an investigation regarding serious aviation incidents within the territory of Nepal. However, there will be no obstacle for the director general to appoint a technical team to take the initial technical report in relation to serious incidents. Explanation :- For the purpose of this paragraph, "serious incident" means an incident which does not cause an accident to an aircraft but indicates that an accident may occur.
(2) According to sub-rule (1), the Director General shall submit a copy of the preliminary technical report to the Ministry.
(3) Notwithstanding anything written elsewhere in this regulation, the Director General may conduct an investigation into an incident occurring within the territory of Nepal. Explanation:- For the purpose of this paragraph, "incident" means any situation other than an accident which affects or may affect flight safety related to the operation of an aircraft.
