(1) No person or governmental or non-governmental office or institution may collect voluntary donations for religious, charitable or other public works with the prior approval of "Nepal Government or State Government". Donations shall not be collected or accepted.

(2) Notwithstanding anything written in sub-section (1), from any state-level committee constituted as per section 4, specially formed under this Act for educational, social, institutional and other development works. Donations can be collected by spending as prescribed in the rules.
