: (1) If there is a need to establish a tea garden or to expand an existing tea garden, the manager of that tea garden must report to the relevant labor office with the following details at least fifteen days before doing such work:
(a) Area of ​​land, type and description of four forts,
(b) In case of gas leakage from the production process, arrangements for removing the gas from the factory,
(c) Appropriate provision of toilets,
(d) the name and quantity of the goods to be produced, as well as the nature and quantity of the power required for the production process,
(2) In accordance with sub-rule (1), the factory inspector shall carry out necessary investigations and if it appears that there will be an adverse effect from the point of view of health, safety and the environment, the factory inspector may instruct the manager of the tea estate to amend or change the received details as necessary. It will be the duty of the concerned manager to follow the instructions given in this way.
