A person who wants to operate a printing press shall submit an application to the local authority in the prescribed format with the prescribed details for operating the printing press.
(2) After receiving the application as per sub-section (1), the local authority shall make necessary selections on the said application and give the prescribed certificate to the applicant to operate the printing house.
(3) After giving the certificate according to sub-section (2), the local authority shall enter the details related to the printing house in the registration book.
(4) If there is any change in the details submitted according to sub-section (1), the printer shall notify the local authority immediately. As soon as the local authority receives such notice, the date and details of such change shall be recorded in the registration book as per sub-section (3).
(5) Regardless of what is written in sub-section (4), if a printing house registered in one district has to operate in another district, it has to re-apply and obtain a certificate in accordance with sub-section (1).
