The licensee or his representative may install or maintain and maintain a telecommunication line in or on any public or private land and for the purpose of burying a pole or stick, placing any object or support in a tree on such land Or if any tree obstructs, damages or obstructs the telecommunication line, such tree can be cut. But,
(1) If the land on which the telecommunication line is or will be installed is made public, no compensation shall be paid for it, and in case of damage to the public property connected or built on it, the person who has received the permit shall repair, improve or rebuild it and restore it to its original condition.
(2) If the land on which the telecommunication line is to be installed or constructed is the private property of a person, it shall be connected in a proper and suitable place without disturbing such person, and if any of his property is damaged during such connection, the person granted the permit shall pay compensation.
(3) The status of a person who has obtained a license in the place where the telecommunication line is placed or the land where it is used or connected shall not have any rights other than the status of the user of the telecommunication line.
