(1) Except when a case is pending, when a body authorized to impose fines according to the law imposes a fine on a person, a brief description of the work to be fined, the reason and basis for the fine, and the amount of the fine should be presented to the person to present his or her explanation. At least seven days should be given.
(2) If the cleaning is not submitted within the period as per sub-rule (1) or if the cleaning submitted is not satisfactory, such person shall be fined according to the law.
