For the purpose of determining the service charge, the water supplier shall install a water usage measuring device by putting the necessary seal on each consumer's tap to measure the amount of drinking water used by the consumer.
(2) Notwithstanding anything written in sub-rule (1), in special circumstances or for the sake of simplification, the water supplier may provide service to the consumer without installing a water meter.
(3) If the water usage measuring device installed in accordance with sub-rule (1) is damaged, broken, or due to any other reason it is not working and cannot measure the amount of water used, the consumer shall inform the water supplier as soon as possible.
(4) If a notice is received according to sub-rule (3), the water supplier shall repair the water usage measuring device connected to the relevant consumer's stream as soon as possible or install a new water usage measuring device in such stream.
(5) The seal affixed by the water supplier on the water usage measuring device shall not be changed or opened by any person other than the person appointed on behalf of the water supplier.
