(1) If a person who has submitted an application to the Employment Service Center in accordance with Section 11, without being recommended for employment in accordance with Section 16, engages in employment elsewhere in his private endeavors or engages in self-employment, or if he is not willing to participate in the employment provided in accordance with this Act or to receive unemployment assistance, he shall inform the It shall be given to the Employment Service Center as soon as possible.
