(1) Notwithstanding anything contained in section 4 and 5, breaking the limb or sprinkling sharp or other similar substances or causing pain to the body, or disfiguring the face or any part of the body with such substance. Any person who knows that a crime of domestic violence related to physical torture or sexual torture has occurred, is occurring or is about to occur can file a complaint at the nearest police station according to the prevailing law.
