19.1 If anyone operates a laboratory without obtaining a permit in accordance with section 9, he will be punished with a fine ranging from fifty thousand to one lakh rupees or imprisonment from one month to three months or both. 19.2 Whoever violates Section 11A. and 11b. 19.3 If any one distributes or arranges for the sale of seeds in contravention, he shall be punished with imprisonment of fifty thousand to one lakh rupees, or with both, or with a fine of one month to three months 19.3 If any person distributes the sale of seeds without disclosing ten particulars in accordance with section 13, or with a fine of up to fifty thousand rupees, or with a fine of one month to three months. A month or both will be punished. 19.4 Whoever commits any act contrary to sub-section 16.3 shall be punished with a fine of twenty five thousand rupees or with imprisonment from one month to three months or with both. 19.5 Apart from what is written in subsections 19.1, 19.2, 19.3 and 19.4, any person or organization who causes any act contrary to this Act or the rules made under this Act shall be fined from fifteen thousand to twenty five thousand rupees or from one month to two shall be punished with imprisonment for a month or both. 19.6 If any person obstructs or threatens the seed inspectors and seed analysts during the implementation of this Act and the rules made under this Act, the seed inspectors appointed as per sub-section 16.1 of section 16 or appointed as per sub-section 16.2 The seed analyst will fine up to twenty five thousand rupees from time to time.
