Rule 14
Registered Newspapers

(1) Items defined as newspapers and magazines in section 14 of the Act may be shipped by post at a concessional rate if they are brought in under the following procedures:-
(a) ten rupees for using one district post office at Tiri Goshwara Post Office or the concerned District Post Office and two rupees for each additional district post office for using more than one district post office as prescribed by the Department of Postal Services or the concerned Regional Postal Directorate; The newspaper should be registered by filling out the form. The number registered in this way should be marked on the first page or the last page of the newspaper.
(b) When applying for newspaper registration according to clause (a), the certificate of registration taken from the district administration office of the concerned district, the name of the post office where he wants to file the newspaper, the names of thirty actual customers and two copies of the newspaper must also be submitted. But from foreign embassies inside Nepal, Nepal ……………. In the case of newspapers and magazines published in the country, there is no need to submit proof of registration.
(c) Copies of newspapers or sheets (vandals) may be filed with or without wrappers with both sides open. When doubling, the registered number obtained from Postal Service Department or Regional Postal Directorate or District Post Office or Goshwara Post should be clearly visible from outside.
(d) When registering newspapers and magazines, they should be filed at the post office on the day and time specified by the postmaster. In this way, the Postmaster can assign any post office when specifying postage for filing.
(e) Advance payment of newspaper fee shall be made by affixing stamp or franking,
(f) The name and address of the addressee on the cover of the newspaper, in packets sent in more than one copy, the number of copies in the packet, the name and address of the newspaper, the number of donors, other than what is writtenNo sign or any kind of thing should be written,
(g) No other type of paper or article shall be placed inside the newspaper except the extra number mentioned in Section 14 of the Act. (h) The registration of newspapers and magazines shall be maintained only till the end of each financial year. Publishers of newspapers and magazines registered in this way have to pay a renewal fee of five rupees and one rupee for each additional district post at the relevant office by the end of each financial year. If it is not renewed within that period, it can be renewed within three months after the expiry of that period by paying a fee of 6 rupees for each district post office. If it is not renewed even within that period, such registration will be canceled automatically.
(2) If the conditions written in section 14 of the Act are not followed or if the conditions mentioned in this rule are not followed, this rule shall not be deemed to have created any hindrance to run the newspaper by post. As per the fee charged on printed paper, it can be sent by post after paying the fee in advance.
(3) In relation to any registered newspaper, if it appears that it is not as mentioned in sub-sections (2) and (3) of section 14 of the Act, the relevant office may cancel such registration immediately.
(4) Newspapers sent from one place at a concessional rate cannot be sent again at another place at a concessional rate.
(5) If the registered newspapers are to be sent in bulk, a fee will be charged on the basis of weight.
(6) Apart from newspapers, among the newspapers which are registered according to the law and are published regularly, the newspapers deemed suitable by the Ministry of Communication on the basis of the content of literature, art, culture, science and the environment in the majority of the content, knowledge-raising and inquiry materials, will be sent by post or print at a concessional rate. Postage can be registered to get a twenty-five percent discount on paper fees. But promoting or promoting the products or services of any industry, trade, business or profession or advertisingRika will not be given such a facility. (7) If the newspapers or other newspapers receiving concessions do not comply with the conditions specified in this regulation or if they do not fulfill the basis for receiving the facility based on the published content, the postal facility will not be given.
