Section 14
The right to make rules regarding registered newspapers and magazines
: (1) The Government of Nepal may make rules regarding the registration of newspapers and magazines through internal postal service and the customs duties required for registration.
(2) For the purpose of registration, each of the following publications containing topical news and other related articles, with or without advertisements, shall be deemed to be newspapers and magazines:-
(a) be published successively within a period of 32 days or less, and
(b) having a true list of customers.
(3) Newspapers issued along with a newspaper magazine with extra or supplementary issues on the same date shall also be considered part of the newspaper magazine. However, such an issue shall not be considered an issue of a newspaper unless the newspaper-magazine's name and date are printed at the top of each page, with all or most of the current news and other related articles, with or without advertisements, as in a newspaper magazine. Explanation: Nothing contained in this section or the rules made under this section shall be deemed to compel newspapers to be sent by internal post.
