(1) According to the law, the authorized officials can distribute the membership of the party.
(2) According to sub-section (1), distribution of membership shall be made to Nepali citizens who meet the following qualifications:-
(a) having attained the age of eighteen years,
(b) Not having been sentenced to imprisonment for corruption, extortion, human trafficking and trafficking, drug sale, distribution and export or smuggling, money laundering, kidnapping or other criminal offenses showing moral turpitude,
(c) Not holding the position of professor, teacher or employee of a self-governing institution owned or controlled by the Government of Nepal, State Government or local level,
(d) He is not disqualified to be a member of a political party in accordance with the constitution and law due to holding any public office.
(3) Each party shall update the details of the members distributed by it.
(4) When keeping the details according to sub-section (3), it should be kept at the local level, state level and central level according to the law. Explanation: For the purpose of this sub-section, when the party keeps the local level details, it can also keep them at the relevant district level.
