Rule 3
Reporting of accidents

(1) If anyone sees an aircraft accident within the territory of Nepal, the relevant information should be given to the nearest civil aviation office, district administration office, police office or local body as soon as possible.
(2) According to sub-rule (1), if information regarding an accident is received, the relevant office or agency shall inform the police and liaison officers as soon as possible. Explanation: For the purpose of this paragraph, "liaison officer" means the employee appointed by the Ministry to receive information regarding the accident.
(3) Notwithstanding anything written in sub-rules (1) and (2), in the event of an aircraft accident at the following location, the following person shall give the information regarding the accident to the following agency or authority as soon as possible through the fastest means:-
(a) In case of an aircraft accident within the airport area, the airport chief to the director general,
(b) In the event of an aircraft accident within the territory of Nepal except the airport area, if the chief pilot, co-pilot or other crew member of the aircraft is alive or able to give such information, he shall report to the nearest Air Traffic Service Unit, Civil Aviation Office or the Director General and the Air Traffic Controller or other employees working at the airport to the Director General or to the Contact Officer,
(c) In the event of an accident outside Nepal of any aircraft registered in Nepal, the aircraft operator or his representative, if there is a diplomatic mission of Nepal in the concerned state, and if there is no such mission, to the Director General or Liaison Officer.
(4) According to sub-rule (3), if information regarding an aircraft accident is received, the Director General shall give such information to the Ministry and Liaison Officer as soon as possible.
(5) According to clause (b) of sub-rule (3), the air traffic controller or any employee working at the airport shall give the information in the format determined by the Ministry.
