(1) Upon receiving the notification of the accident, the Ministry shall deploy a technical team to the accident site as soon as possible to carry out the preliminary investigation of the accident and to collect the necessary evidence.
(2) The technical team assigned according to sub-rule (1) shall submit the preliminary technical report to the Secretary of the Ministry, mentioning the proof collected after investigation of the accident.
