(1) According to Rule 11, after a permit has been granted to a person or an organization to conduct a resource survey, no duplicate permit shall be given to any other person or organization to conduct a survey for the same work in the same area during the period of the permit.
(2) After a license has been granted to a person or organization to use a resource in accordance with Rule 14, no duplicate license will be granted to another person or organization to use the same resource, in such a way that the amount of water used by the person receiving the license will be reduced throughout the duration of the license.
