Rule 23F
Refund of security deposit
(1) If the person or organization who received the permit does not operate the land service center, the office shall return the bond deposited by him.
(2) Notwithstanding anything contained in sub-rule (1), rule 23J. If the permit is canceled due to sub-rule (2) of
