“4. Formation of Urban Development Committee: 4.1 The Government of Nepal may establish Urban Development Committee at each local level as required to implement the urban plan. 4.2 The following members will be in the committee:-

4.2.1 The head or chairman of the relevant local level - Chairman

4.2.2 The member of the committee appointed by the head of the district coordination committee of the respective district -Members

4.2.3 Chief District Officer or an officer of the district administration office designated by him -Members

4.2.4 Representatives of local level or district-based offices related to forest, land and surveying -Member

4.2.5 Three members appointed by the respective city executive or village executive from among the members of the city executive or village executive -Member

4.2.6 Significant contribution to the development of the local area Two persons including one woman nominated by the concerned local executive from among the social workers of the same area - Member 4.2.7 Chief Administrative Officer of the concerned local level - Member-Secretary 4. 3. If the committee deems it necessary, it may invite a person who has made a significant contribution to the development of the relevant local level or any expert or consultant to participate in the meeting of the committee as an observer."
