Rule 16
A new passport can be issued

(1) In addition to the conditions mentioned in section 14 of the Act, a new passport may be issued in the following cases, even if the validity period of the passport issued in the name of the bearer is more than one year:-
(a) In case of application showing cause of loss of passport,
(b) If the face of the passport holder has changed from the photograph in the passport due to any incident, treatment or other reason, if an application is made along with the reason,
(c) If the name, surname and address of the nearest person mentioned in the passport of the bearer needs to be changed and the application is submitted along with the reason and evidence.
(2) When someone's passport has been issued and a record of his name, surname, date of birth or permanent address has been established abroad, when he applies for a new passport, if his name, surname, date of birth or permanent address has a different spelling or number, he will be notified according to the previous record. A new passport can be issued.
(3) Except in the case of Clause (d) of Section 14 of the Act, when a new passport is issued as per Sub-rule (1), a fee as per Schedule-4 shall be charged. However, if the issued passport cannot be used due to a general error of the department, commission or district administration office and someone requests a new passport, the department will have to issue a new passport without taking any fee.
