(1) The Government of Nepal may make rules to carry out the purposes of this Act and such rules shall come into force after their publication in the Nepal Gazette.
(2) Without adversely affecting the generality of the rights conferred by sub-section (1), the following may be specifically provided for in those rules:-
(a) to prescribe the conditions of service of the members of the Commission,
(b) regulating the procedure to be adopted by the Commission in connection with investigations under this Act, and
(c) prescribing other powers to be exercised by the Commission.
