Section 74
Power to make rules
(1) The Government of Nepal may make necessary rules to implement the purpose of this Act.
(2) Notwithstanding anything contained in sub-section (1), sub-section (b) of section 2
Apart from the public bodies mentioned in (1), other public bodies may make necessary rules subject to the laws, regulations or formation orders related to such bodies.
(3) When the provincial government and the local level carry out their procurement operations in accordance with this Act, the committee in accordance with sub-section (2) of section 41 and the authority to issue variation orders in matters such as approving cost estimates, appraising and approving bids, and Rules can be made in such a way that they are not contrary to the valid principles of law and procurement.
