(1) The Government of Nepal may make necessary rules to carry out the purpose of this Act. The following arrangements can be made:-

(a) To divide the local area into carving areas for the purpose of carving,

(b) To establish a carving place at a specific place within each carving area and to identify the carving place. (c) qualifications required to be vaccinators and superintendents of vaccinations, (d) marks or badges worn by vaccinators and superintendents of vaccinations,

(e) Manner of grant of license,

(f) Facilitation of patrons to vaccinate children in private homes,

(g) Form and certificate of unfitness for vaccination and certificate of successful vaccination. Giving,

(h) Nature of medicine used for vaccination and supply of such medicine in sufficient quantity,

(i) Salary given to the vaccinator for giving the last vaccination except at the place of vaccination at the request of the patron,

(j) Prepare and keep records of the following:-

(a) Name of unprotected child,

(b) Results of each vaccination.

(k) making such records and assistance to the members of the municipality or rural municipality and their employees in other matters, and (l) preparing the written report and plan.
