(1) The Commission may make necessary rules for the implementation of this Act.
(2) If the rules to be made according to sub-section (1) include matters that impose a financial burden or liability on the Government of Nepal, the consent of the Ministry of Finance shall be obtained.
(3) The rules made by the Commission in accordance with sub-section (1) shall commence from the date of publication in the Nepal Gazette.
