(1) The Government of Nepal may make rules for implementing the purpose of this Act.
(2) The Government of Nepal may make rules in the following matters without adversely affecting the universal recognition of the rights given by sub-section (1). (a) Issuance of export import license and form of licence,
(b) the application and evidence to be submitted to obtain the license,
(c) License fee,
(d) To appoint the licensing authorities,
(e) Determining the licensees and the amount of licences,
(f) to grant concessions to permit export-import without licence,
(g) To show the license at the time of exportation,
(h) fixing the period for which the license shall remain in force and extending the term of the license which has expired,
(i) Conditions under which the license may be revoked or suspended,
(j) Filing the specified statistics or details of the items that have been exported and imported according to the license.
