Except as mentioned in rule 44, if there is any caremt or any false change in the postal order or if the postal order does not have the signature of the postmaster selling the postal order or if the postal stamp is not affixed or if the postal order is cut or if it is trashed or if it is defaced If done, such postal order will not be paid.
