(1) If the inspector gives any order to the permit holder in the course of inspection or investigation in accordance with rule 17, it shall be the duty of the permit holder to carry out the work according to that order.
(2) A person who is not satisfied with the order given by the inspector in accordance with sub-rule (1) may file a complaint before the authority within thirty days and the decision made by the authority regarding that complaint shall be final.
