(1) The inspector shall ensure that the imported or exported plants, plant produce, biological control agents, beneficial insects or other items are not infected with harmful organisms, the items in the consignment, the bags, pouches or packets containing such items or the items used for such items, such items are kept. (5) If there is any doubt about the healthiness of the tested item while testing the sample taken in accordance with sub-rule (3) in the laboratory, it should be sent to a laboratory with additional facilities for re-testing.
