Section 21
The authority of the Government of Nepal to give decisions and instructions
: (1) If there is a difference of opinion between the general assembly and the board of directors in the operation of the institute, such matter shall be submitted to the Government of Nepal for decision and the decision given by the Government of Nepal shall be final.
(2) The Government of Nepal, if deemed appropriate in the interest of the national interest, may give instructions to the Institute on the following matters and it shall be the duty of the Institute to comply with such instructions:-
(a) to operate a prescribed service in a particular area or to undertake other work, or
(b) to discontinue or alter any work carried on by the Institute in any particular area or in whole, or
(c) Not to talk about any work that the institute is about to do.
(2) The Government of Nepal, if deemed appropriate in the interest of the national interest, may give instructions to the Institute on the following matters and it shall be the duty of the Institute to comply with such instructions:-
