Section 22
Election Code of Conduct

(1) The Commission may formulate a code of conduct to be followed by the following bodies or individuals to maintain cleanliness, fairness, transparency and a fear-free environment in elections:-
(a) Offices and employees of the Government of Nepal, State Government and local government and semi-government organizations,
(b) Nepal Army, Nepal Police, Armed Police Force, Nepal and National Investigation Department and Provincial Police offices and security personnel,
(c) Employees engaged in election work,
(d) Political parties,
(e) candidates and persons related to candidates,
(f) Government and private sector media,
(g) Private and non-governmental organizations,
(h) Other bodies or persons designated by the commission.
(2) The commission shall consult with the relevant stakeholders while making the code of conduct according to sub-section (1).
(3) According to sub-section (1), when the commission makes a code of conduct, the code of conduct on the issue that the government of Nepal cannot announce new policies, plans and programs, mobilize manpower and resources, and use government media for election propaganda, especially in order to affect the cleanliness and fairness of the election. (4) According to sub-section (2), the code of conduct made by the Commission shall be published in the Nepal Gazette and it shall be the duty of all concerned to comply with such code of conduct.
