Section 21
Providing free education
: (1) Higher education will be provided free of charge to the disabled persons by the educational institutions run by the Government of Nepal or local level or subsidized by the Government of Nepal.
(2) Persons with disabilities will be provided free higher education by the educational institutions as determined by the Government of Nepal.
(3) Persons with disabilities may not be charged any kind of fee for admission to an educational institution.
(4) Vocational and technical education as specified will be provided free of charge to persons with disabilities.
(5) Educational institutions should not discriminate against persons with disabilities in their extracurricular activities, distribution of educational materials and accessibility.
(6) The government of Nepal should provide education through more than one means such as Braille or alternative script, sign language, information technology tools and learning from Daintari according to their needs to make it easier for people with disabilities to acquire education.
(7) The Government of Nepal may make arrangements to provide education to the visually impaired, deaf, hard of hearing, and hearing impaired persons through appropriate language methods, scripts, curriculum, textbooks, etc. through accessible information technology as specified.
(8) The Government of Nepal may make arrangements to provide education with housing facilities to persons with disabilities as specified on the basis of poverty, geographical hardship or severity of disability.
(9) Persons with disabilities shall be enabled to gain access to vocational and technical education, adult education, practical education and lifelong learning by providing suitable adaptations.
(10) The Government of Nepal will make separate arrangements regarding the examination and evaluation system of students with disabilities based on the classification of disabilities.
(11) Educational institutions should arrange disability-friendly educational materials in view of the needs of disabled people.
(12) Educational institutions ensure access to persons with disabilitiesThe school building and other physical structures should be constructed according to the standards determined by the Ministry.
(13) Educational institutions run by the private sector shall provide free study facilities to students with disabilities as determined by the Government of Nepal.
