: (1) In accordance with sub-section (3) of Section 4 of the Act, if a separate institutional arrangement has been made to implement the policy arrangement made by Nepal Saskar, the same body and in the absence of such institutional arrangement, the department shall implement such policy arrangement.
(2) During the implementation of the policy arrangement according to sub-rule (1), the department may coordinate and cooperate with other governmental and non-governmental bodies or consumer organizations.
