Policy

8. Policy

8.1 For maximum use of land and land resources, the land will be classified into the following areas and used accordingly.

a) Agricultural area b) Residential area c) Commercial area d) Industrial area e) Forest area f) Public use area c) Other areas specified as per need Explanation: The definition of the above mentioned areas and the basis and criteria for determining the area shall be as mentioned in Schedule 1. 8 2. The following policies will be adopted in relation to encouraging conservation, management and use of land on the basis of classification: 8.2.1 Land will be used only on the basis of the specified classification. 8.2.2 The trend of keeping agricultural land barren and non-agricultural use of fertile land will be discouraged. 8.2.3 At least 40% of the total land area of ​​the state will be protected to maintain the forest area. 8.2.4 If the private sector comes to develop industry, housing, agriculture in harmony with the economic policy including industrial policy, the state will provide necessary support in accordance with the national land use policy and local land use plan. 8.2.5 The state can acquire and use any type of land according to the rules, considering the need for infrastructure development. 8.3: The following policies will be adopted to manage the fragmentation of land and to encourage planned urbanization: 8.3.1 The concept of systematic land consolidation will be adopted to acquire land for agricultural land consolidation and development. 8.3.2 Uncontrolled fragmentation of land will be discouraged. 8.3.3 The development and urbanization of residential areas will be encouraged and organized in suitable locations according to the requirements.

8.3.4 The use of land that changes the natural form contrary to the prescribed standards will be discouraged. 8.48.4 The following policies will be adopted to maintain balance between development and environment: 8.4.1 Minimum green and open areas will be determined in urban areas. 8.4.2 Environmental impactSensitive areas will be identified and protected. 8.4.3 Biodiversity will be protected and promoted while maintaining the balance between land, environment and development. 8.4.4 Taking into account the impact of climate change, development works will be conducted based on the principles of sustainable development. 8.4.5 From the point of view of natural disasters, the trend of living in risky areas will be discouraged. 8.5 The following policies will be adopted in relation to the protection of land with geographical, cultural, religious, historical, and touristic areas of special importance:

8.5.1. Areas on the World Heritage List will be protected. 8.5.2. Various historical, religious, tourist and cultural areas of importance will be identified, protected and developed. 8.6 In order to address the land use policy, the following policies will be adopted in relation to the preparation of the land use plan: 8.6.1 The land use plan will be prepared and implemented. 8.6.2 When carrying out any development works, the land use plan will be implemented in a suitable manner. 8.6.3 In order to increase awareness about land use, subjects related to land use will be included in the educational curriculum. 8.78.7 The following policies will be adopted regarding determining the minimum assessment and land tax system based on land use: 8.7.1 The minimum assessment and tax rate of land will be determined based on the designated area and use. 8.7.2 In order to discourage the trend of not using the land for the specified purpose, additional taxes will be imposed and the services provided by the state will also be cut. 8.8 8.8 The following policies will be adopted to bring the unused land to proper use: 8.8.1. The land that is not in proper use or that can be obtained by any means will be used in such a way as to achieve maximum benefit. 8.8.2 A policy will be adopted to bring the land that is in the designated land-use area but is not being used to other uses.
