5. Policy

To achieve the above-mentioned objectives, the following policies will be adopted: Illegal cultivation and production of cannabis and opium will be banned and controlled. 5.1.2 Illegal transportation and distribution of drugs will be controlled. 5.1.3 Cooperation, coordination and cooperation will be done at international, regional and international level to destroy the organized network of international gangs involved in illegal drug trade. 5.1.4 Approving United Nations Federal and Regional Conventions, arrangements will be made for implementation accordingly. 5.1.5 A strong and capable regional network will be created by exchanging information and transferring skills and technology between law enforcement agencies of SAARC countries. 5.1.6 Various control measures will be adopted to prevent illegal drug trafficking in border areas. 5.1.7. Arrangements for coordination, effective inspection, monitoring and evaluation will be made in the production, import, transportation and sale distribution of applicable and psychotropic drugs used in healthcare.

5.2 Demand reduction 5.2.1 Addiction prevention

A. The drug addiction prevention program will be conducted as a national campaign with the participation of all sectors in a broad and intensive manner for the target groups who are at risk.

B. Gender mainstreaming will be done in the design and operation of all types of programs.

C. The subject of drug addiction prevention and control included in the school curriculum will be updated and also the subject of drug control will be included in the training course for teachers.

D. Based on the situation of drug users, the situation of consumption, abuse and addiction will be identified and appropriate techniques and methods of prevention will be used. Also the userVarious awareness programs will be conducted to make their parents sensitive and aware of this issue.

5.2.2 Treatment and rehabilitation

A. Access to quality treatment and rehabilitation services will be facilitated for drug users without gender or any other discrimination. b. Skill-based and income-generating programs will be conducted for social and family inclusion of ex-drug users. c. Effective and successful methods will be identified by encouraging research in the field of treatment and rehabilitation. d. The implementation, monitoring and evaluation process of minimum standards will be made effective to make the treatment and rehabilitation services available from non-governmental organizations simple, accessible, quality and reliable. e. Organizations and individuals who have contributed significantly in the field of treatment and rehabilitation will be recognized and encouraged. f. After treatment and rehabilitation, a program of social reintegration will be conducted to enable drug users to lead a dignified life in the society. 5.3. Risk reduction 5.3.1 By identifying the basic health problems seen in drug users, activities will be promoted to protect the drug user himself, his family, the neighborhood and other people in the community from such risks. 5.3.2 Measures will be taken to prevent and reduce the increasing HIV infection among drug users. 5.45.4 Research and Development 5.4.1 Study, research and development work on matters of contemporary importance in the field of drug control and prevention will be encouraged. 5.4.2 The process of periodical survey will be started to get factual official information about the form, trend, prevalence, type and number of drug addiction in Nepal and results and results etc. 5.55.5 Cooperation, partnership and mobilization of resources 5.5.1 The program in the field of drug addiction prevention and control will be sustained by mobilization of local resources. 5.5.2 To mobilize the resources of private and community organizations, government and private/community/commercial/informalPartnerships and cooperation between local bodies will be encouraged. 5.5.3 Resources will be mobilized by encouraging the cooperation and participation of international organizations towards the priorities of the country. 5.5.4 The network will be developed at the national and local level by maintaining coordination and harmony with the network operating at the international level. 5.5.5 For drug supply and drug addiction control, participation and cooperation will be expanded by promoting the partnership between government/private sector/religious sector/educational sector/civil society/local bodies.
