(1) However, after being approved to give a contract to someone on behalf of the Government of Nepal in accordance with the Act, the base, office or officer who arranges the contract must issue a notice of that matter within seven days in the name of the person who has been approved to give the contract. However, if the center, office or authority that approves the awarding of the contract and the office or authority that settles the contract are not one and the same, the period of seven days for issuing the notice will start only after the office, office or officer that approves the contract has received the acceptance of the contract.

(2) When the notice is issued according to sub-section (1), a notice should be given clearly stating that the contract will be given to another tenderer or a robber, after giving a period of seven days apart from the period of the ticket.

(3) If the person appears and agrees to confess within the time limit of the notice issued in accordance with sub-section (1) and (2), the office or the official who will settle the contract must immediately confess and give him the lease or custom. If such a person does not appear or does not agree to confess according to his confession, he may give priority to other tenderers or robbers according to the second, third, etc. sequence after him and issue a notice as per sub-section (2) and settle the contract.

(4) Tender or if the office or authority that accepts the stamp and settles the contract is not the same but separate, the office or official that approves the contract shall, within three days of the opening of the tender or the tender being called, approve or not the tender or the stamp for the issuance of the same. It should be done and within thirty days of the filing of such a complaint, that base, office or official should also give a decision whether the tender or post has been approved or not. If there is any loss or damage to the Government of Nepal due to failure to report or release within that period, such loss and damage shall be recovered from the employee whose delay or negligence resulted in failure to report or release within the time limit.
