2.1 Unless otherwise indicated by the subject or context, in this Act, - 2.1.1 "City Plan" means the city plan approved by the Government of Nepal as per section 3. 2.1.2 "Committee" means the City Development Committee as per section 4. 2.1.2a "Local level" means rural municipality or municipality formed according to prevailing laws and the term also refers to metropolitan municipality and sub-metropolitan municipality. 2.1.2b "Local plan" means the plan prepared by the local level for the physical development within its area by determining the related program. 2.1.2c "Organization" means an organization established in accordance with prevailing laws for the purpose of conducting programs related to physical development such as housing, settlement development, market development.

2.1.2d "Ministry" means the Government of Nepal. The Ministry of Urban Development should be mentioned. 2.1.3 "Land" means any land and any house, building, lake, pond, tree etc. permanently situated on it and the things permanently connected with that house, building, lake, pond, tree etc. 2.1.4 "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
