In this Act, unless the subject or the context otherwise requires,
(a) "Constitution" means the Constitution of Nepal.
(b) "Commission" means the Public Service Commission under Article 242 of the Constitution.
(c) "Chairman" means the Chairman of the Commission.
(d) "Member" means a member of the Commission and the term also refers to the Chairman.
(e) "Authority" means an officer who can be appointed to any post according to the prevailing law.
(f) "Civil service or position" means the service or position of military officer or jawan and armed police or police personnel and all other services or positions of the Government of Nepal except those other services or positions specified by law as not civil service or positions.
(g) "Other government service" means civil service, military service, armed police service or other government service other than police service.
(h) "Public organization" means an organized organization established in accordance with prevailing laws in which fifty percent or more shares or assets are owned or controlled by the Government of Nepal.
(i) "Filling" shall mean the filling of vacant civil service posts through open competition and promotion.
(j) "General principle" means the general principle to be followed when appointing and promoting to the post of military service, armed police service or police service or other government service or when appointing, promoting and taking departmental action against an employee in the service of any public organization.
(k) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
