Section 2
Definition
In this Act, unless the subject or context requires otherwise,-
(a) "Court" means the High Court of the concerned State.
(b) "Chairman" means the chairman of the village executive.
(c) "Minority" shall mean the ethnic, linguistic and religious groups specified by the Government of Nepal under Clause (a) of Clause (1) of Article 306 of the Constitution based on the immediately preceding national census.
(d) "Commission" means the Election Commission under Article 245 of the Constitution.
(e) "Deputy Head" means the Deputy Head of the City Executive.
(f) "Vice President" means the Vice President of the Village Executive.
(g) "Candidate" means a person who has been nominated in accordance with section 18 for any election at the local level.
(h) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
(i) "Party" means a political party registered with the Commission for election purposes in accordance with prevailing federal laws.
(j) "Election" means local level election and the word also refers to by-election.
(k) "Electoral Officer" shall mean the Chief Electoral Officer and the Electoral Officer appointed by the Commission in accordance with section 7 and the term also refers to the Assistant Electoral Officer.
(l) "Chief" means the head of the municipal executive.
(d) "Voter" shall mean the following person whose name is included in the voter list in accordance with the prevailing federal law for the following election:-
(1) whose name is included in the voter list of the respective rural municipality or municipality for the election of the president, vice president, chief and deputy chief,
(2) Names included in the voter list of the respective ward for the ward chairman and ward member of the rural municipality or municipality,
(3) Member of the concerned Village Assembly or Municipal Assembly for the election of members elected from women, dalit or minority communities in the village executive or city executive,
(4) DistrictChief, Deputy Chief, Chairman and Vice-Chancellor for the election of the Chief, Deputy Chief and Members of the Coordinating Committee.
(l) "Voter ID card" means a voter ID card with a photo provided by the Commission in accordance with prevailing federal laws for the purpose of voting.
(n) "Polling Officer" shall mean a polling officer appointed under section 11 and the term also refers to an Assistant Polling Officer.
(s) "Ballot" means a ballot paper arranged for voting in an election and the term also refers to a ballot paper used in such electronic equipment or a digital ballot attached to such equipment in case voting is done by electronic equipment.
(h) "Ballot box" shall mean the ballot box arranged by the Commission for keeping the ballot paper marked with the vote and the term also refers to the electronic device that records the vote signal of the vote cast in the case of voting by electronic device.
(D) "Ward Chairman" means the Ward Chairman of Rural Municipality or Municipality.
(d) "Local level" means rural municipality, municipality and district assembly.
(N) "Member" means ward member of rural municipality and municipality and member of village executive and city executive and the word also refers to chairman, vice chairman, chief, deputy chief and ward chairman.
(p) "Constitution" means the Constitution of Nepal.

(h) "Ballot box" shall mean the ballot box arranged by the Commission for keeping the ballot paper marked with the vote and the term also refers to the electronic device that records the vote signal of the vote cast in the case of voting by electronic device.
(D) "Ward Chairman" means the Ward Chairman of Rural Municipality or Municipality.
(d) "Local level" means rural municipality, municipality and district assembly.
(N) "Member" means ward member of rural municipality and municipality and member of village executive and city executive and the word also refers to chairman, vice chairman, chief, deputy chief and ward chairman.
(p) "Constitution" means the Constitution of Nepal.
