In this Act, unless the subject or context otherwise requires,–
(a) "Employee" shall mean a permanent employee employed in Government service at the time of commencement of this Act.
(b) "Prescribed" or "as prescribed" means the rules made under this Act or as prescribed or prescribed in the order issued by the Government of Nepal by publishing a notice in the Nepal Gazette.
(c) "Ministry" means the Ministry of the Government of Nepal in charge of personnel administration.
(d) "Adjustment" means the act of posting an employee to a federal, state or local level service post.
(e) "Government Service" shall mean the services established under the Civil Service Act, 2049, Nepal Health Service Act, 2053 and Legislature-Parliament Secretariat Act, 2064.
(f) "service operating agency" shall mean the ministry or agency that operates the service, group or sub-group in accordance with the prevailing law.
(g) "Constitution" means the Constitution of Nepal.
