Unless the subject or the context requires otherwise, in these Regulations–
(a) "Department" means the Water and Sewerage Department of the Government of Nepal (b) "Office" shall mean the local office set up by the department for the distribution and maintenance of drinking water and collecting the tariff and the term also refers to any other office, officer or association designated by the department for the purpose of doing such work.
(c) "Pipeline" means a pipe connected by a department or office in the name of a person, organization or agency for the purpose of consuming drinking water.
(d) "Consumer" shall mean a person, organization or entity who enjoys the facility of the article.
(e) "fee" means the water service fee to be paid by the consumer in accordance with this regulation for availing the water facility.
(f) "Meter" means a meter to be installed in the pipe line of the consumer for the purpose of measuring the consumption of drinking water.
