Section 2
Definition
In this Act, unless the subject or the context requires otherwise,-
(a) "Authority" means an officer authorized to appoint a post or to impose departmental punishment in accordance with the law.
(b) "Chairman" means the Chairman of the Commission.
(c) "Other Federal Government Services" means other services of the Government of Nepal constituted by the Federal Law, except the posts of Federal Civil Service and Security Agency.
(d) "Commission" means the Public Service Commission under Article 242 of the Constitution.
(e) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
(f) “Constitution” means the Constitution of Nepal.
(g) "Organized Institution" means an institution, company, association, committee or a commission, institution, authority established or established by the Government of Nepal in accordance with the federal law, in which fifty percent or more of the shares or equity is owned or controlled by the Government of Nepal, except for the University and Teachers Service Commission. Corporations, foundations, boards, centers, councils and other organizations of a similar nature are meant. (h) "Federal Civil Service Position" means the service position of an employee of a security agency or all other service positions of the Government of Nepal except for other federal government service positions specified by law as not civil service positions.
(i) "Member" means a member of the Commission and the term also includes the Chairman.
(j) "General principles" means the general principles issued by the Commission for the purpose of providing consultation in accordance with sub-sections (3) and (4) of Article 243 of the Constitution.
(k) “security agency”. That means Nepal Army, Nepal Police, armed forces. The Police Force, Nepal and the National Investigation Department are to be mentioned.
