: (1) According to the instructions of the Chairman, the Secretary of the Council shall call the meeting of the Council, specifying the date, time and place of the meeting. If at least four councilors make a written request to the chairman to call a meeting of the council, the chairman will instruct the secretary to call the meeting.
(2) When more than fifty percent of the councilors are present, the quorum for the meeting of the council will be considered.
(3) The meeting of the council shall be chaired by the chairman or in his absence by the vice-chairman and in the absence of both, the senior councilor among the councilors present in the meeting will do so.
