Notwithstanding anything contained in Clause (a) of Section 7, a public library or archive that provides works in its possession at the request of a research or study person without receiving direct or indirect financial benefit, loses any work in its possession or If it is destroyed or out of date, or if such a work cannot be obtained, one copy of such a work may be reproduced without the permission of the author or copyright owner of such a work.
