(1) Pre-qualification document before the public body calls for tenders for construction works determined by the Public Procurement Monitoring Office to be large and complex from time to time or for the purchase of high-value goods such as industrial plants or to identify qualified bidders. A public call should be made to prepare and submit a proposal for pre-qualification.
(2) If the public body deems it appropriate, it may also determine pre-qualification for other purchases.
(3) In the document related to pre-qualification as per sub-section (1) or (2), the basis of qualification required for pre-qualification, the method of preparation and submission of proposal should be mentioned.
(4) All persons, firms, companies, organizations who request documents related to pre-qualification required for submission of proposals as per sub-section (1) or (2) shall be given such documents as prescribed by the public body.
(5) The selection of eligible applicants shall be made on the basis of the qualifications mentioned in sub-section (3). The list of selected applicants should be published by the public body and sent to all applicants.
(6) If any applicant whose pre-qualification proposal has been rejected within thirty days of the notification as per sub-section (5) requests information on the reason why his proposal was rejected, the relevant public body shall provide such information to him.
(7) Conditions of pre-qualification and other arrangements related to determination thereof shall be as prescribed.
