1. Background

Land use policy is formulated to guide the use and management of limited land which is the main resource of the state. In the absence of such a policy, the use of land has become uncontrolled and disorderly, the use and control of land cannot be done according to the needs of the state. Based on the land use policy, the state formulates and implements related laws, plans and programs and searches for solutions to problems that may arise in the implementation of the policy. In the same way, land use policy is needed to make access to land equitable and to achieve sustainable development by maintaining environmental balance, and to create a situation in which benefits from land resources can be distributed in a fair manner. In the context of Nepal, land and land resources have played an important role as the main basis of the overall economy of the country and the livelihood of its citizens. Agriculture is the main source of livelihood for most of the people here, which has contributed about 33 percent to the country's gross domestic product. Similarly, there is a significant contribution of the forestry and tourism sector in the gross domestic product of the country. However, due to population growth and uncontrolled urbanization, arable land is being used for non-agricultural purposes, and forest areas are also being encroached upon. In this context, it is necessary to use the country's limited land and land resources in the best possible way and make them sustainable, environmentally friendly and organized. However, the current land use trend has not been able to address this need and since there is no appropriate land use policy to manage it, it is necessary to formulate an integrated and effective land use policy, so the presented "National Land Use Policy, 2068" has been formulated and implemented.
