In connection with the election, candidates or election representatives or any other person shall not propagate or cause propaganda for the following purposes:- (a) harming or disrupting the independence, sovereignty, geographical integrity, national unity, independence and self-respect of Nepal,
(b) infringing or disrupting the sovereignty and state power vested in the people or the competitive multi-party federal democratic republican system of governance,
(c) Disturbing harmony between any religion, caste, caste, class, region or community or inciting violence or creating hatred or malice on the basis of language, religion, community or region.
(2) A person who contravenes sub-section (1) shall be punished with a fine which may extend to two lakh rupees or with imprisonment for a term which may extend to three years or with both.
