(1) After preparing a short list according to section 25, the relevant body shall publish a public notice and call for open proposals on the specified topics from the proposers included in the list.
(2) The proposer who wants to submit a proposal according to sub-section (1) shall submit the proposal to the relevant body within the period mentioned in the opening notice with the prescribed details.
