: The rights of persons with disabilities in relation to ending discrimination against persons with disabilities and respecting their civil, political, economic, social and cultural rights and ensuring a self-reliant and dignified living environment by empowering persons with disabilities and participating in the policy making and development process. As it is desirable to amend and unify the related laws, the Legislature-Parliament has made this Act in accordance with Article 296 of the Constitution of Nepal.
